It's been there since at least System 7. Just option-click a background
application and the foreground app will hide. You can option-click a window
of the app you want to switch to or hold down the option key when selecting
an app from the Application Menu or whatever you preferred method of
switching is. As long as you're holding down the option key when you switch
apps the foreground app will hide.
