I don't know how you are getting your described behavior. If you
option-click a background app (whether the click is on an open window or the
torn off Application Switcher or whatever) the foreground app will hide and
the clicked-on background app will come to the foreground. I don't know how
you are managing to hide *all* apps that aren't the one you are bringing to
the foreground. I've been using option-clicking since at least 1994 and it
still works like I've described, in both 9.0.4 and Mac OS X Public Beta.
