dragging attachments

When I create a new email message, then drag into it JPEG attachments sent
with another message, the JPEGs are not readable by the party who later
receives them. If I drag the JPEG attachments to the desktop, then from the
desktop to the new message, the images are sent intact. Is this a bug (it
works in Eudora), or am I doing something wrong?
