The issue of accessing POP from (full) Outlook is up to the server admin.
Because most of them are rather more paranoid of things going wrong than
they are of helping you get things done, they will often turn off POP as a
"security risk"

You can, of course, use an encrypted link with pop, so this is a
red-herring.
