IETF standards use the capitalized words MAY, SHOULD, and MUST to indicate
requirement levels. The "may be used" is boilerplate that is included in
the synopsis for pretty much all RFCs. For all the obvious reasons it
cannot say "You _must_ use this standard!"; it can only tell you what you
must do to be _compliant_ with this standard if you choose to use it.
I think perhaps Dan is mostly referring to lack of widespread support for
the "Return Receipt" variant that requested that the recipient's mail
server sent back a notification message that indicated a message had been
"read" when in fact it had only safely made it to a drop box. That
particular mess has been cleared up, but support may not yet be very
widespread.
Or, obviously, I'm missing some other significant piece of information or
reasoning here. It's been known to happen "occasionally"... :-)
