I imagine they want Microsoft to pay them for the privilege. I'd bet that
there's some sort of deal like that for Outlook (Windows), which Palm
supports officially. But I don't really know anything, just speculating.

I can't even keep up too much interest in my Palm itself, I'm afraid. Too
