David thanks for your help and response.  I wasn't referring to
marketing-type lists, however.  I own and moderate several discussion lists
myself.  I have the list management software settings set to populate the
To: area with the recipient's address simply because as an admin I prefer
those settings for my subscribers.  They can also more easily tell which
address they received it at.  This is not for marketing lists but rather
discussion lists I moderate.

Is there a protocal someplace that says that the to: field should always be
populated with the list address?  I'm just curious.
