Allen,
In the System Preferences application, Internet panel, I can only find
preferences for mail reader, web browser, and news reader. I see no
preference for an ftp helper. The "web browser" helper was already set to
Internet Explorer, and in general when I click on a URL in Entourage, it
opens a new IE window just like I want.

I think I may have found the problem, and it's related to Rich's suggestion.
In IE's preferences/Network/Protocol Helpers, "FTP" was set to Internet
Explorer, just like I wanted. Still didn't work. Turns out that (contrary to
Rich's suggestion), I had to *uncheck* the "Use Current App if Possible"
box. Once I did this, I was able to click on an ftp link in Entourage, and
have IE download the file, as expected.

Go figure!!!
