There is a program (Mallel) that allows r2l Hebrew but it is through some action of theirs and not OS based (as it was in OS9). This is the only reason I still use Classic is for the ability to work properly in Hebrew/Aramaic. Apple has told me that r2l languages are the number one request (and I assume priority) in terms of language implementation for OSX. I heard a rumor that it was due this summer/fall, but that was just a rumor.
