Okay, maybe this is out of line, but it works great for me.
My ISP has installed a spam-filter that you can activate or not. Default it
is 'off'. The filter uses 'block-lists'. They offered this service since the
boost of spam a couple of months ago (which made me join spamcop).
Suspected email is send to a special pop-mailbox. I set up EntX to put mail
from this mailbox directly in my junkmail folder.
Since I use the filter most of the spam is indeed filtered out: I receive
like 2 or 3 spam messages a week; before I received about 4 a day. And did
the Spamcop-routine, 'cause as a member of the internet-society you have to
take your responsibility, well, that's how I think about it.

I trust my ISP in this. They come from the hackers-scene, are always the
first to adopt new technologies and they participate in the 'digital rights
and liberties movement'.

So, what I'm tryiing to say, I think your ISP can take its responsibility in
blocking spam.
