I've put scripts in both folders, /Library/Scripts and
/Users/[you]/Library/Scripts. I made a copy of "Open Scripts Folder" and put
it into the /Library/Scripts folder, editing it to open the appropriate
folder, so I have the option of opening either folder. I called it "Open
Local Scripts folder".

As Paul says, scripts in either folder should show up. They must be compiled
scripts, not applets, I believe.
