Make sure that the "Execute" section of the rule is set to run "if all criteria are met" on both rules. Also make sure that you have them in the right tab. For example, if you want these to run on a POP account, they should be in the Mail (POP) tab rather than Mail (IMAP) or Mail (Hotmail).
You might also want to make sure that previous rules don't have the "Don't apply other rules to messages that meet this criteria" option checked. Otherwise further rules can't run on them. The same can be said for the "Run AppleScript" and "Move Message" actions. Once these have been run on a message, no other rules can be applied to it. If you continue to have problems, try changing the folder to another and then changing it back. You could also try deleting and re-creating the rule, provided you enter it all in correctly again!
