I really suggest you use the MLM instead of Rules for lists. Since the MLM runs before rules you are less likely to have a conflict. You can still run rules on list messages if needed. Common problems with rules not working.... A prior rule is acting on the message and no additional rules are able to act on that message. You can drag rules to a higher position, but MLM and JMF cannot be changed. They will run before Rules. Actions which Move messages or run AppleScripts cannot be followed by other rules. Check your Criteria.
