This has been requested numerous times, and it is (at least) on Microsoft's
wish list. But, currently, it isn't possible.

My solution has been to leave the option on in prefs and then filter HTML
mail into a separate folder. I can peruse that without turning on preview,
deleting everything that I clearly do not want. When what is left is "good
stuff," I can turn on preview or open the messages to view the contents. I
use a "strip HTML" script on many such messages that I KNOW have text
content, and I almost always strip HTML before saving any of these messages,
since 90% of the time text is all I really need.

Every now and then I click on a junk mail with my preview pane open and get
displays I don't want...but until the feature you request is implemented,
which I pray will be soon, I have to live with that.

Cumbersome, but the best solution I've found.
