Paul's solution, as usual, is the one provides an effective remedy for this.

In short, here's what I found out:

- this issue is most prevalent in cases where you have users run under
'user' accounts, instead of just being the admin user (though it can happen
as well, just rarely).

- Checking your keychain access will invariably yield at least two
keychains, and chances are that the default one is not the actual user's.

- Two solutions would work - delete the 'wrong' keychain, and make the
user's into the default;or create a new user's keychain, migrate password
data over with drag-n-drop from one keychain to the new one, set the new one
as the default, and delete all other keychains.

Once this is properly set, this problem goes away.

Repairing permissions, or disk first aid has absolutely nothing to do with
it.
