Even if you 'insert' the picture, it will still be sent as an attachment.
The receiving mail client will interpret the HTML part of the message which
will refer back to itself as the source of the image that is inserted. The
rejects you are seeing are probably from people/businesses that have filters
set up to reject mail with attachments (this may be due to draconian, but
relatively effective, anti-virus measures).

The only other way to do this would be to compose a message that had links
to an external image, one stored on a central server and not sent with the
message.
