It is stuck at 8 in SP 2.

I think that it should limit from directory based searches, but still
give the whole enchilada for local contacts.
but that was probably not technically possible given time/
resources... and i am sure everyone who can now access their GAL is
much happier about that than about being limited to 8 searches...
Maybe someday this will be updated to some sort of balance w/ more
than just 8 results.
