Let me start off by saying thanks to everyone for their suggestions. I’d tried most of them out before I posted so I started on a reinstall of the OS, not sure that that was the issue, but I’d tried everything else. In the meantime I started on another MacBook setup and decided to install Entourage right off and see how it went. It worked fine. So then I started going through my usual steps to setup our corporate machines. Because we do graphic design and work with so many fonts, we try to run our system as clean as possible, so one of the steps during setup is to delete all the System/Library/Fonts except for Keyboard, Lucinda Grande, Last Resort and Monaco which are required by the OS.

After I did that Entourage would no longer launch. So I started adding the fonts back a few at a time and finally discovered that unlike previous versions of OS X, Tiger requires that Geneva also be left in this folder. Once I put that back Entourage launched fine.
So maybe that will help someone else in the future.
