To my knowledge this isn't possible using either rules or custom
views. Both operate on "items" and not on folders. It should be
possible, but not trivial, to create an AppleScript that would present
a list of all folders in a given category, allowing you to choose one
to be opened.

It would be a useful suggestion, I think, to have the "folder"
criterion in rules and Advanced Find include "Category Is/Is Not"
options as well as simply "Is/Is Not" (which operates only on the
folder name). Why not offer that suggestion via the Help menu's "Send
Feedback" option?
