Thanks to all who responded. I'm glad to hear that I don't need to perform an extensive and complicated repair.
These answers all make sense. Yes, especially for recurring events, opening the event during the time period in question does indeed show the time is set correctly, even though it's displayed improperly in the calendar view. I also noticed, since I'm continuing to live dangerously by synchronizing with iCal using Sync Services, that iCal displays the times correctly during this period, which is consistent with the responses I've received.
