It does if there is a message in your Outbox waiting to go out. The top left
button in a message is Send Now, and the button next to it is Send Later.
People who work offline, or who have dialup rather than broadband, can click
Send Later when they've finished composing their message, and then later
when they are connected to the Internet, they click Send & Receive -- and do
both. :-)
