Tools -> Schedules -> Send & Receive All and Send All are checked. Tools -> Send & Receive -> Send & Receive All doesn't send the Outbox. Tools -> Send & Receive -> Send All does send the Outbox. I can't find any conditions where Send & Receive sends messages from the Outbox. 'Send All' under Tools does send the Outbox.
