If you don't have any actions listed for "Send & Receive All", then clicking "Send & Receive" shouldn't be doing anything at all. The "Send & Receive" button is really a menu but if you just click on "Send & Receive", it runs the "Send & Receive All" schedule. To have "Send & Receive All" actually do something, actions needs to be defined.
