The login prompt is for accessing the server. It has nothing to do with
access to local files which is where the already downloaded message is.
Since the user has left the computer logged in and unlocked, you can also
open any other file they have. In that respect, their mail database is no
different - just another local file.

Teach users to log out or lock their computer when they're away from it.
