Check the Mailing List Manager (MLM) rules. See if any are moving junk
messages to the Inbox. This is the most likely cause.

If there are no MLM rules, then try moving the Rules file out of the
Identity folder and reset your junk preferences. It's possible the file is
corrupt.

To test, you'll need to drag messages into the Inbox. Once rules are run
they won't run again. Then run All Rules.

POP Rules act on a message ONLY when it first arrives in the Inbox (On My
Computer), NOT when it arrives in any other folder. Once it's moved to
another folder it won't be seen by rules.
