You need to try to synch, rather than import. Importing brings in all the contacts (or rules, or emails, etc.) every time you import. Synching should bring in just unique/changed items. See the Help (type in "synch" in the Search box) and read, "What's synchronized with the Exchange server". It might shed some light.
