I'll preface by admitting that I'm no AppleScript expert, but I just took a
spin through E'rage '08's AppleScript dictionary, and there's not the first
mention of rules. Same as '04. I suppose it's possible that you could
reconstruct the equivalent of a rule by ginning up a reasonably sophisticated
script, but why should you have to?

And the "no rule execution via schedule" omission is just one among many. '08
is basically a disappointing release for us. Intel-native is nice. Single
sign-on is nice. Package-based installation (even if you have to follow it up
with a permissions repair) is nice. But after this long a delay, "nice" seems
like the very least it should have been.

Perhaps the next round.

I think it can be done with applescript, and a little fiddling. There are
too many simple ways to create your own spam bot these days for E-rage to
use that as an reason for not having this feature.

You can already "run and schedule" and those can fire scripts, which can do
anything.
