Thanks for the response Dale. I may be misremembering then. One of my
imported folder names even has a "--" in front of it that I may have put
there to force it to the top.
Still, I could swear some of my other folders were arranged in a non-alpha
order before the upgrade. The '08 Entourage Help file even has instructions
(search "move folders") for moving folders that read as follows:

Move or rename a folder
After you create a folder or subfolder in the folder list, you can change
the folder's name or move it to a different location in the folder list. You
can move or rename e-mail folders, address book folders, and calendar
folders.
Move a folder
1. Click Mail [icon].
If the folder list is not visible, on the View menu, click Show Folder List.
2. On the View menu, make sure that Show Mail Folders Only is not checked.
3. Click the folder that you want to move, and then drag it to a new
location within that e-mail account in the folder list.
