You need to get one of those hunter tree cams that straps onto trees. They have infrared non-flash versions that are camoflaged all-weather motion triggered digital cameras that you could set up to watch the pine trees from this point forward. Just delete the dog and squirrel pictures from the flash memory and eventually the photo of a bad dude dumping stuff will be among them...
Try saturating them with water to dilute whatever it is. If it's weak enough, there may be some hope, or dig up the top soil under the green ring and replace it with fresh soil immediately.
