This is correct. If you set flash exposure compensation
only on the camera, this is the one that will be used.
If you set flash exposure compensation only on the flash,
this is the one that will be used.
If you set flash exposure compensation both on the camera
and flash, the one from the flash will be used.
In the first situation 1/2 stop settings are used.
In the two other situations 1/3 stop settings are used.
