Yes, but I don't think that there is any way to do red eye reduction with
second-curtain sync on. The current implementations of red-eye reduction
assume that the shutter is not open, thus they can send a pulse of light to
contract pupils prior to the exposure and flash. If you did this while the
shutter was open, i.e. second shutter sync, you'd lose control of the
exposure.
