  Ah. Glad this feature has been altered with the Elan 7. Red-eye 
reduction is less useful with second-curtain sync because of the 
delay with long shutter speeds, but it's still annoying to have the 
feature disabled outright on the Elan.

  As for second-curtain sync, as noted, there is the problem of the 
E-TTL preflash. But I think the main reason why EOS cameras don't 
ship with second-curtain sync enabled as a default (you have to 
enable the mode deliberately with a custom function) is the fact that 
with slow shutter speeds your picture essentially doesn't get taken 
right away. You press the shutter release, the shutter opens, there's 
a pause and *then* the flash goes off just before the shutter closes, 
recording the foreground scene. So if you're trying to capture 
someone's expression you may totally miss it.
