The 1.4x offers better quality than the 2x, simply
because it provides less magnification.  But if you
really need the extra magnification, the 2x is
probably better than using the 1.4x and cropping the
image to get the extra enlargement.

The 1.4x costs more, as near as anyone can figure,
because the optics are larger in diameter.  They have
to enlarge a bigger part of the original image.

No.  First off, the Cacnon TCs only fit certain Canon
telephoto lenses, and the 28-135 isn't one of them. 
I'm not referring to and "optical fit."  The TC
physically won't mate with the lens.  

You could use a 3rd part TC, like Kenko.  In general,
however, zooms are poor choices to fit with TCs,
although there are some exceptions.  The long end of
the 28-135 is a bit soft to start with, and adding a
TC will only make it worse.  With the TC, you also
lose 2 stops of light, so you'll have the equivilent
of a 270mm f11 lens.  Forget autofocus.

But I think there's a much better option.  For the
same price as the 2X TC, you can buy a Canon 100-300
USM zoom, which will give you more versatility and
better quality. Instead of 270mm f11, you've got 300mm
f5.6 at the long end.  The short end is 100mm f4.5,
rather than an unnecessary 56mm f7.  Even cheaper is
the 75-300 mm USM lens.  It's got the cheaper, less
desirable version of USM, but optically it seems to be
about as good (some people say it's worse, but some
lab tests show it to be better).

Prices from B&H for US warranty items:

1.4x TC:    $390
2x TC:      $310
100-300 USM:$300
75-300 USM: $215

Buy gray market, and they're all cheaper, of course,
but the relationship remains about the same.  HTH,
