High-Speed Sync with 420EX and EOS Elan 7E.

I would like to use High-Speed Sync on my 420EX with my EOS Elan 7e for 
fill flash outdoors in daylight.

I've discovered that it works in Av and Tv modes.

Does anyone know why it doesn't work in the camera's P Mode?
