The Arca-rails refer to the groove in the camera body (in the case of the
Arca-Swiss view cameras) or quick release plate that are designed to work
with the Arca-Swiss quick release system. The clamp on the Arca-Swiss quick
release matches up with the grooves on the quick release plate. The clamp is
open-ended, so it can accomodate plates of different sizes. Custom plates
can be manufactured to fit the camera body and telephoto lens collar.
The clamp works similarly to a vise, and will hold the camera with quick
release in place tightly.
This is what an Arca-Swiss plate looks like from the side (note that you'll
need to view this with a mono-spaced font for the cheesy ASCII graphic to
appear correctly).

Kirk Photo and Really Right Stuff manufacture quick release plates that are
designed specifically for each camera body (and telephoto lens). They appear
expensive, but are well worth it for serious photographers who use tripods
regularly.
I just leave the plates on the camera bodies. They are not that obtrusive.
