If you're on a budget, I'd say the 28-90 will serve you well. If you can
spring the extra cash somehow, a 28-105 will be a better quality and
faster
lens. Whether it's a better VALUE, is a decision you have to make.

I used a Rebel XS and a 28-80/3.5-5.6 for 4 years. I've blown several
pictures 
up to 18"x24" size, and they are great. I've received lots of
compliments
from friends. Then again, they wouldn't understand how to critically
evaluate a photograph, and I don't shoot for National Geographic either.
In other words, the lens was everything I EXPECTED from it.

People might tell you to go buy an 'L' lens as your first lens. I was
told the
same thing too. If you are serious about this hobby, and YOU KNOW you
intend 
to pursue it, then invest the extra cash right now and go for a 28-105. 
If you're not so sure, get the 'kit' lens. After a few years, you can 
upgrade to a better lens when you have saved up more. If not, this 
camera/lens combo will be fine for your occassional use in the future.
