IIRC, the latest firmware upgrade does two things: 
adds a CF that lets you define how the 4 buttons on
the IS SuperTele lenes function, and cures a battery
drain problem with those same lenses.

It also fixes the underexposure problem that early
production model EOS 3's had, but if your 3 is still
under warranty I doubt seriously it was from that
early production.

I think the only way Canon would do the upgrade under
warranty is if your camera IS one of the underexposing
ones.  So unless you use the new SuperTele lenses, I
wouldn't bother with it.
