Take two scenarios:

1) Keep person constant and vary the gear :-
Provide the entire range of cameras to any person, from a disposable
camera to a 1V. There will probably be little difference between
pictures
taken by this person using all the different cameras. If this person
is experienced, s/he will use even the disposable camera to it's fullest
potential, and know better than to use it to shoot the grand canyon at
dusk
with a flash. (believe me, I've seen that!) As a result, quite a few
good pictures will come out from cameras at both ends of the spectrum.

2) Keep the gear constant, and vary the person/experience :-
Here we cannot use a fixed focus disposable camera, but use something
close to average, like a Rebel. Provide the same Rebel/lens to a bunch
of people, ranging from a novice to a pro, and I believe there will
be a lot more difference in the pictures produced by the novice than the
pro, than the difference in the pictures produced by the same person
using a disposable vs. a 1V in scenario 1.

My personal conclusion: 
Of course, gear matters, but the person matters more!
