Yes. They are enforcing city ordinances. Furthermore, it is illegal in the USA to 
disobey a lawful order from a police officer (ie, "Do not deploy your tripod on the 
pavement.", not "Kill your mother.") Even if you believe that the police officer is 
wrong, you must follow the given order and make your protest later.
