You can find lacquers pretty easily at auto paint
supply stores; here in California at least, you better
be able to prove you have an electrostatic
precipitator to trap the volatile organic compounds
(VOCs) that escape from the paint as it dries. (FWIW,
that's the main difference between enamels and
lacquers, enamels "cure" on contact with oxygen,
whereas lacquers "dry" by the VOC's evaporating out of
them. That's why lacquers can pretty much polished
right away, whereas you need to wait weeks to polish
enamels.)

You can get lacquer THINNER (a pretty vicious VOC) at
any Wal-Mart or K-mart. Go figure.

With the caveat that you thoroughly wash the plastic
part you're going to paint thoroughly with a good
detergent and let it dry well before you apply the
paint. Any injection molded-plastic part has a certain
amount of a greasy mold release compound adhering to
it, even months after it's unpacked... not to mention
all of the grease and oils from your hands touching
it.

If it's like all the other Testor's paints, it was
probably reformulated a while back to cut down VOC's.
I stopped using the stuff when I discovered the
Polly-S flat acrylic clear. (For gloss, I use Future
acrylic floor finish!) Both thin with rubbing alcohol
and airbrush really well, and are far less toxic than
a normal lacquer.

MCW (Model Car World) just repackages normal
off-the-rack automotive acrylic lacquers in smaller
jars for the quantities car modellers use. For some
bizzarre reason I think this also gets them around the
restriction of sending flammable liquids through the
mail...
