Hi Brad!

In P mode your camera adjust exposure for flash exposure, but it usually 
set's max. aperture and handholdable shutter speed.
In Av and Tv modes camera exposes correctly for ambient and uses flash only 
as fill. This is typical for all EOS cameras, so there's nothing wrong with 
yours.
