In all those modes your *main* subject (foreground, covered by the active AF
sensors should be exposed correctly. Av and TV are basically fill flash modes,
IOW they try to balance foreground and background exposure to get both right if
possible. In P mode, the main subject has main priority. The background
exposure is considered only of secondary importance. The program may decide
to let the background go dark in favour of a hand holdable shutter speed.
To be more precise, it will NEVER use shutter speeds longer that 1/60 second.

My approach in this kind of situation is either to use one of the fill
flash modes, if you can live with the slow shutter speeds (tripod) or
wide open aperture (shallow DOF), or to use M mode (which is still TTL
flash metering) to have full control over ambient exposure.
