I own both and to answer your question, IMHO yes.

I think you can't compare both lenses. The 85/1.8 is a fixed focal lens
and therefore much cheaper to project and produce than a wide-aperture
zoom. This doesn't mean necessarily that the elements of the 28-70 are
much better as far as the final result (the pictures) is concerned.
Having an "L" at the end of the lens's "name" doesn't
automatically imply better image quality than some non-L lenses.
I use the 85/1.8 mainly for portrait and when the 70mm end of the zoom
is too "short" (which happens quite a few times). Although it is
possible to shoot portrait with the zoom, the 85/1.8 is better for that
kind of work. Longer focal length, wider aperture, much lighter and
easier to handle. Besides people seem to be a bit uncomfortable with
such a big lens (especially with the hood attached) pointing at them.
For me, these lenses complement each other.
