Here in the U.S. 8x12 is pretty widely available, most
shops will do 5x7, and some do 6x8, which are closer
to the 2:3 ratio.

3 1/2 x 5 was the standard photo print size here in
the U.S until fairly recently (10 years, maybe?).  I
wonder if the Japanese preference for the smaller
print has to do with the generally smaller
accomodations?  An album of smaller prints takes less
space than a bigger album.

I've found superior and inferior prints on both
papers.  I think the lab, the chemistry (freshness and
accurate replenishment) and the operator make more
difference than the paper.
