No, mine works differently.
I checked again and the behaviour is this:
- Whenever CF11=1, I cannot get back into auto focus point selection
  by just pressing the arrow keys. This does work when CF11=0.
- When CF12=0, pressing the focussing pt. selection button
  switches back to auto selection mode.
- When CF12=1, pressing the focussing pt. selection button
  selects the center focussing point and goes into manual mode.

Maybe there is a different software revision in my camera?
Has anybody found evidence of such silent updates in EOS
cameras before? Normally one would expect such things to happen
but I never saw different behaviour between samples of the same
model myself.

Anyway, the behaviour I get is not a problem, I think I will set
CF12=0 and that's it.
What bothers me a little is the fact that there seems to be no quick
way to get into manual focus pt selection from ECF mode. Pressing
the focussing pt selection button in ECF mode just shows the selected
cal channel. Selecting the center pt could be more useful as an
emergency override when ECF fails.

I think Canon should really listen to their customers and develop
a camera where all knobs are freely programmable. 
As there is little technical progress in the analog photo technology
itself, they could at least do something to improve the handling of
their cameras. There is enough room for improvement, IMO, even with
technology available today. No need to intentionally cripple the mid
range bodies (spot meter) to set them apart from the top of the line.
But of course, that is cheaper in terms of development cost...
