You don't say whether your lens was new.  I had similar trouble (focus lock)
with a s/h EF200 f2.8L I bought a few years ago.  I think it was due to poor
electrical contacts, because after being taken on and off the camera a few
times, the trouble ceased.
I've used minute amounts of lock smith's graphite to cure problems with
filters, lens-hoods etc.
