I've stopped thinking about dust inside lenses a long time ago. While it 
obviously is not a good thing, I never noticed any significant effect, such
as a degradation of image quality of a certain lens over a longer period 
of time. I've bought my 28-70L used and it had some dust inside. I used it 
myself and it has accumulated some more dust over time. The image quality is 
still excellent.

I have both lenses, they suit different purposes. I can take an image of 
interiors without using a tripod at f/5.6 or f/8 with the 28-135 due to IS,
OTOH if I need a fast shutter speed for moving subjects, the 28-70 rules. 
Also when I want the shallow DOF of the f/2.8 aperture. And last but not 
least for better image quality at identical apertures when used with fast 
shutter speeds or tripod mounted.

Both lenses telescope externally when zooming, the front lens doesn't rotate. 
The 28-135 uses a 72mm filter size, the 28-70 uses a 77mm filter size. And no,
I'll not sell any of them ;-)
