It depends. I guess you mean the f/4 non IS lens? ;-) For the IS version or even the f/2.8 it would certainly be almost too good to be true. Assuming it is an f/4 non IS, it still depends on where you live and whether you buy from a private person or from a store. I've seen the lens here in Germany sold for less than US$ 600 by private persons. Sold by a store, including some month of warranty, US$ 700 would nevertheless be an excellent price (for Germany), IMHO.
