Terry, you might want to check out Genuine Fractals, Print Pro. I don't 
have a 200MB file on hand but as a test I just saved a 115.6MB .psd file as 
an .stn, GF's format, and it saved it as a 31MB file. It has a lossless 
algorithm and from the same file you can write a file to any format 
supported by Photoshop and in any size. It also allows cropping before writing.
Unfortunately it does not support thumbnails in Windows but does for the Mac.

I think you can get a free trial version from their site that will allow a 
limited number of saves. No I don't have an interest in the company :o)
