The wheel (dial) on top is intended to change aperture in the Av(aperture
priority) and M (manual) mode, it will have no effect on shutter speed.  The
wheel on the back of the camera changes shutter speed in Tv (shutter
priority) and also on the M mode, there is a little switch just under the
lower right hand corner of the view finder that says on/off, only at the on
position would the wheel be allowed to change shutter speed provided you are
in the right mode, the little switch is there to allow you to disable the
wheel to prevent accidentally changing shutter speed.

But you also indicated not getting other values than 1/60sec and f5.0 in P
mode, is this with a Canon flash or without a flash at all?  What lens or
lenses have you been using?  This is very odd if you are not using any flash
and in a well lit environment.

Sure sounds like a defective camera at this point, would you have any
opportunity to get an experienced and knowledgeable camera store staff to
verify the functionality of the camera for you?
